The biggest reason for the long wait is that the franchise is undergoing a massive identity crisis. For a long time, the plan was unclear, but recent comments have clarified the direction.
It is Officially a Reboot Producer Jerry Bruckheimer, the man behind the entire series, explicitly stated in 2024 that the next film will be a “reboot.” This was a huge piece of news because it suggests we aren’t getting a direct sequel to the last movie (which ended with Will Turner and Elizabeth Swann reuniting). Instead, the studio is looking to build a new story with a new cast of characters. This approach makes it easier to assemble a cast without waiting for the busy schedules of legacy actors.

The “Main” Reboot: This is the project currently moving forward. It is being written by Jeff Nathanson (who worked on the previous film) and is reportedly the priority for Disney. Bruckheimer has mentioned that they have a “great third act” on paper but are still polishing the rest of the story.

While Robbie implied the project was dead, Bruckheimer has insisted that the script (written by Christina Hodson) is still alive at Disney.
